Yes it could probably be improved with reflector improvements but LEDs are in their infancy right now. Most of the lamps I've seen bury the light source too far back in the reflector to take advantage of the optics. The light needs to be at the focal point of the reflector, which is where the lamp of a halogen and an HID is. Even then, LEDs aren't as omnidirectional as a filament light. They tend to be very bright from one direction and dim from other angles.
