I'm also in Florida & have the dead opposite opinion. I don't wear a rain jacket & I'm already wet/dripping with sweat. I much prefer it get some cooling rain water on me. I don't end up any wetter & I do end up cooler.
When I ride, even in the hottest summer temps, I stay fairly dry while I'm moving. Wicking fabrics and all that. Riding in rain gear takes away the ability to wick, hence the sweatbox.
When I ride in wool jerseys, riding with no rain gear would mean pockets sagging down below my saddle.
