As a cyclist you'd want to be on the low side of the green if not in the white. So to weigh 200 lbs you'd have to be off the chart height wise.
Whoever created the BMI doesn't take into account that people are different. I don't think anybody really pays any attention to that. I'm 5'10" and 150lbs, and with how much muscle I've got, I think that's pretty good.
