Yep, it's normal, and a damned fine feature at that! If you ride certain Campy groupsets, you can do this for both up AND downshifts.
Unless you are riding '07 or newer Centaur or lower. Somone mentioned on here that the feature may also be departing from the 08 Chorus and Record as well. Buy up all of the NOS you can find and then sell it back to the Campy fans in a year.
