Don't these things usually exclude bicycles? I used to have to use a toll road to get to school by bike. Some of the toll booth guys would run out to try to keep me from using it. They never got the cops after me they'd just run out and scream and try to push me off the bike.
A lot of toll roads are limited access roads which typically do exclude pedestrians, equestrians, cyclists and small displacement motorcycles.
