Pegorretti sizing

Okay,

To all you Pegoretti aficionados and/or mathmeticians out there, could you please clarify something I've observed with Pegoretti sizing. If you look in the following link, you'll see that each frame size from 57 cm to 59 cm gains appox. 1/2 cm in top tube length. You'll also notice that each frame loses .5 degrees in seatpost angle. Is it safe to assume then that each frame size from 57 to 59 has about the same virtual top tube length?

From what I've read, that would seem to be the case and I can't figure out why a builder would do such a thing, but would anyone care to weigh in and confirm or clarify?
