Tapping on the rivets from the outside probably won't do any good by itself. You need to support the back side of the rivets from the inside of the head tube and then tap the rivets from the front, preferably using a punch with a concave face. This squeezes the rivet longitudinally and expands it laterally and thus tightens it. The glue fixes suggested by others are much less work!
