Take it to a bike shop, they'll remove it for only a small fee.

Or fix that whip and keep trying, it's all about leverage and patience.

I place the wheel on the ground, cog facing away from my shins. Then I wind up the whip so the handle parallel to the ground and then push down with all my might, or enough might to loosen the cog, whichever comes first.
