My two cents: (1) How a frame 'feels', doesn't necessarily tell you much how quickly it accelerates. That you could measure in more or less absolute terms, even though the engine (i.e. you; the most relevant variable) is probably not a constant factor. (2) A great deal of 'stiffness' (or lack thereof) comes from other components than the frame: wheels, tire pressure, etc.
