The situation you describe is very dangerous. When you have multiple lanes in both directions and one lane comes to a stop, its like a magnet for oncoming traffic to try to turn left, thinking that all traffic has stopped and its safe to go. I've seen many car accidents in this scenario and its even more likely with a bike in a bike lane, since the oncoming traffic is not expecting a bike lane.

I always use extreme caution when I approach an intersection where there is stopped traffic.
