As a postscript, I checked this out a bit more:

I am not sure what the Nuovo or Super Record stack height actually is (my broken bike with one is not at home); supposedly it's listed in Sutherland's, of which I have no copy. My guess is that it's about 38 mm, because Branford Bike recommends the current Record threaded headset as a suitable replacement for NR/SR headsets.

Most of the 1" ISO headsets on Harris Cyclery's web site have stack heights in the 37 - 38 mm range, including the pricey Chris King 2-nut. Stronglight is over 40. Ritchey Logic (I've only seen these in black) and the Tange Levin are in the 33 mm range. Be careful of the Tange Levin, because there are two of these floating around: the one that looks like the Campy Record (grooves with engraved lettering in the rounded race moldings; available from www.somafab.com) has a 38.2 mm height -- I verified this because I have one -- while the plainer, cheaper one (Harris) has the 33.4 mm stack height, I think. The Chris King grip-nut (?) version says 33 - 38 mm on the Harris site.

Unworthy1's advice on using a Pista headset for lower stack was seconded by a post found at the Classic Rendezvous archive.
