My 27" frame will hold a perfectly true 35mm but its different frame to frame, in theory a 27' = 32mm X 700c. Looking at your 23mm tire you need 6mm clearance on either side of the tire and 6mm above your tire for the 35mm tire to rub gently against the frame, aim for an extra 10mm all around for a good fenderless fit. More for a fender. More for a warped wheel.
