The little plastic washer goes right on top of the bearing cap...before you install any spacers. The only other thing you will need to do is install the "starnut"...you can use the topcap bolt for this but make sure you get it in straight.

The starnut was actually installed and I realized once I stacked everything up that I don't need to cut the steerer tube... in fact, I couldn't if I wanted to!
So, I think I need to press the bearing cap another mm and I'll be in business.
Here she is, all hand tightened so no where near ridable but you get the idea... and of course, missing the proper front wheel... *cough* keith *cough*
