I got a set of Arkel GT-54s, an Ortleib duffel (rack) back and a Ortleib small handlebar bag. I love the Arkels. A great, sturdy, and well designed pannier. However, when I first took them to France in the summer, I was ill-equipped. I mean, when does it rain everyday for a month in the summer. Well, that just happened to be my luck. So, If I could do it all over again, I'd buy Arkels, but with the rain covers for sure. Their hook system is extremely durable and easy to use, and the panniers swallowed up everything I had to throw in them. Don't just rely on the rain inserts to keep your stuff dry w/ Arkel panniers. The Ortleib duffel bag is just like any duffel bag, except waterproof like hell. Same for the handlebar bag. However, I also love the the fact that I could use it as a day-pack, which I did for every place I stopped. Also, the water-proof map case is really handy because, unlike Arkel's handlebar bag, it's removable, making it easy to show locals when asking for directions, or unfolding when trying to view a larger portion. With that said, I'd keep my current set-up as it has proved to be extremely useful for me, with no problems, but I'd be sure to get a rain cover for any set of Arkel panniers before touring. Being prepared, for me, is worth the the extra cost, as opposed to the agony or regret I feel later on.
