I've put about 3300 miles on my Ortlieb Bike Packer Plus and Sport Packer Plus panniers. I got them with 20% off coupons from REI. The only negative I can say is that the red color has faded a little bit from UV exposure. The hooks will probably work to hang on a chain link fence like you mentioned. I know I've hooked them onto things a couple times. I even hooked the fronts together to hang over poles/wires/rafters to keep my food away from critters. And getting them on and off the bike is sooo easy.

People have complained that they are TOO waterproof and stuff doesn't dry out. I would just unclip the top and let a little air in through the drawstring opening (a bonus over the rollers?). I haven't gotten any holes in mine yet, but I'm careful to not leave sharp items like tools loose in the bottom of the panniers. I'll probably buy a waterproof Ortlieb handlebar bag before my next tour.
