I've been told that the seat stays are not even needed on the bike, that the BB and chainstays are so stiff that the bike can perform perfectly well without them The only reason they are there is because the governing body of cycling (UCI or something like that) dictates that a bicycle must have rear seat stays in order to compete.

That could be complete hogwash but they do look really really thin, so thin as to mitigate them useless.
