I have come up with a system I really like.
My Axioms have a large main area. In the main area of one pannier go my thermarest mattress, my foil bivy, my sleeping bags, my pillows, and my dishes. They are all big things and the only reason to go into that part of that pannier is when I'm setting up the campsite. In the main area of the other pannier go my clothes.
All my small stuff go into the front pockets of the panniers, into my handlebar bag, and into my Carradice ... neatly bagged in color coded bags.
