Out of curiosity, should these be mounted with the tab toward the open side of the dropout, or toward the back?

Also, do I recall correctly that the washer goes outside of the dropout?

I would mount it with the tab towards the rear (more metal = stronger in my book) however if your chain is longer or shorter you may have to mount it where it has room to grab.They go on the out side...though I have found them on the inside before
