I have Arkel T42 panniers.
I have never toured, but I have commuted for a year using one of them.
Think about it. Commuting actually uses the pannier more than touring. The pannier gets opened and closed - put on and taken off a LOT more per mile then when you are touring.
My Arkels get put on the bike for my morning commute, pulled off the bike and set on the pavement while I wait for the bus, carried on and off the bus and then to work. In the afternoon I do the whole thing in reverse.
They have performed great and they still look new. Once a dog ran up to me and tried to take a bite out of the pannier. He almost pulled me over but did not rip the bag.
I love my Arkels.
