Out of curiousity, I followed Charlie's link to the story about the road. It clearly states that the road is open only to 4wd vehicles and pedestrians. Hence, utterly irrelevant to cyclists. Sigh.

I guess it is too much to expect that threads on a forum about cycling should actually have cycling content.
