Tiagra would work fine with a 7speed setup. As would nearly any Shimano rear derailleur made since 1987 or so. Late 80's and on Shimano 105 (RD-1050, RD-1055, RD-1056 etc etc) would be a good choice as well. The Shimano 600 Ultegra group would be a working choice as well.
