I don't regularly clean my tires but I will if I notice any cuts or nicks in the rubber thread. I then use rubbing alcohol and a dull toothpick to clean out the cuts and fill them in with a rubber glue-like substance. Allow 24 hrs for it to cure (that's why it's nice to have 2 wheelsets/bike).
