Who's Safer

I ride on some quite isolated roads at about 5am every morning. The speed limit on all these roads is 30mph. I get passed by the same newspaper delivery guys every day. One guy I call the 'zoomer', one day I asked him how fast he drove in the neighborhood and he said 35-50mph. I was really surprised he would get up to 50mph in a 30mph zone and admit it. This guy will zoom up to 35-50mph for short distances and then slam on the brakes and come to a full and complete stop at stopsigns looking very carefully for traffic. The other guy I call the 'crawler', he drives 15-20mph at most, but when he comes to stop signs he just touchs the brake lightly (barely slowing down) and casually cruises thru, so he's probably going thru stopsigns at 15mph.

I'm sure both these guys think they're safe drivers. The first driver probably feels he's safe because he stops completely and is careful at stop signs. The second driver probably feels he's safe because he's way under the speed limit. But, I'm just wondering how you see it, who would you say is the safer driver?

Also, what's interesting is that both these guys used to always approach me with blinding brights on, then after I met them they started dimming the brights each and every single time they approach me. I never even mentioned anything about their brights being annoying, they just decided after they met me for some reason to get rid of the high beams when driving toward me.
