Kind of a silly question since calling one "safer" is seemingly condoning their actions. Neither is safe, and both should be ticketed, regardless of the time of day or night. Your presence on the road with a bike is evidence of activity at that hour.....not to mention the early morning runners, dog walkers, etc.

My question is....since you have talked to them before, why don't you ask them to slow down and/or stop running stop signs? It might be you they run into one day in spite of your awareness of their tendencies.
