As long as he isn't running stop signs when other traffic or pedestrians are present the crawler is the safer (less unsafe?) driver. It is much easier to avoid a wreck (or stop if you have to) at 15-20 mph than it is at 50.
+1. Accidents usually happen because (surprise!) something unexpected happens. Much easier to adjust for this when you're only moving 15mph.
