3 cycling shorts, 4 synthetic briefs, 2 synthetic hiking shorts, 1 synthetic hiking pants (non-zip off legs).

I didn't wear cycling shorts "commando" on tour, I wore my briefs underneath. I also wore the hiking shorts (or pants) over the cycling shorts. I keapt my wallet & passport in the hiking shorts/pants pocket-allways.

This clothing combo worked very well for me, and went quite a long time between washings. To maintain good hygeine between washes, I sprayed "certain" areas of dirty shorts/briefs with alcohol-as well as "certain areas" of me after latrine use. I also carried a tube of triple antibiotic, and a tube of anti-fungi in my med kit.

-Wearing briefs under cycling shorts takes some getting used to, and probably isn't for everyone. I had minor chaffing "issues" when I first started doing so, but nothing major. I do go "commando" for fitness rides, centuries, brevets etc.
