I think he qualified that statement with both 1) downhill and 2) tailwind.

And if not, there are SOME races that could be possible at. Elk Grove Criterium (won by your boy Hilton Clarke in 2006) is a race where the pace can hit 35 on the flats with ease, and ramp up to 40+ in the sprint. Given a good leadout, and that course, definitely possible to go 42 if you're a horse.
