As far as whether a meter will help you move to the next level, it'll do that as well as a light bike or a new gruppo or anything else you can buy. A powermeter, like anything else, is a tool. Now, I personally think that the powermeter, and the data it provides, is a far more powerful tool than dura-ace or carbon fiber underwear, but only if you use the tool properly. The easiest way to use the tool properly is with a coach who knows how to use power.
In any case, buying a powermeter is not a guarantee that you'll move to the next level. To move to the next level you still need to train properly and achieve the goals the USCF has laid out for advancement to the next level. A powermeter can provide data to help you optimize your training, and help you identify your current weaknesses, and will do this in ways that are objective and generally without skew.
