What's with the geometry of Longo's frame?

On both her road bike and her TT bike the bottom bracket is quite high (look how the tube to the rear wheel slopes down).

Does somebody know why this is? Does she use 26" wheels or something? It seems to me that with 28" wheels such a geometry results in a very unusual ground clearance, even more than on a cyclocross bike or MTB.
