Yeah, new bikes always fascinates my little wallet of mine from time to time.
But best bang for the buck would be..
1, Surly LHT (you could be stuck with 26" wheels for anything smaller than a 54cm)
2, Kona Sutra, but it uses discs and a bit of a high gearing..
3, Cannondale touring varieties. Sizing may be an issue since they only have small, medium and large.
(This is an aluminum bike btw, but nothing wrong with this material not giving you a smooth ride). Fit

Nothing wrong with these bikes. I have friends who own them, tour them very seriously for months at a time. Bullet proof performance so far..
By the way, I own a Devinci hybrid. Got the whole bike for $350 Canadian, stripped the new components and sold them for $150. Great frame. Long chainstay, longer than their own version of the Caribou and Destination PLUS a lower bottom bracket, again lower than their touring bikes and slightly lower than the LHT, but everything being equal except the price I suppose. I didn't like the 26" on the LHT being for my size and I already have a 26" MTB tourer anyhow..
