To my untrained eye, the component on the right looks a lot like a standard box rim.

If so, would it be feasible to get an "off the shelf" rim of standard diameter with custom drilling, and then redesign the other component to facilitate any changes in dimensions?

I know you are basically reinventing the wheel here, but that doesn't mean you have to reinvent every component of the wheel.
