I'd get the Mavic Ellipse rear wheel ($250, maybe less through your shop). It's raceable, but it's still clincher for riding on the road. Front track wheels are overrated, I would save money and get road wheel that someone took off their bike and doesn't want ($40 on CL), and one of those bolt on skewers ($10). That leaves you $150 for the crankset, you should be able to get something decent used.
