Yes. That's why my "good" car (1985) still has standard sealed beams. Replacing the cloudy plastic lights on my '94 beater could cost more than the car is worth.
(And, yes,
stronglight, the rubbing compound I use is Simoniz. It cuts through clearcoat faster than scratch remover and does not leave quite as shiny a finish. It probably would be better to start with rubbing compound first.)
