This is the only problem with the whole underground cycling thing is that since people don't follow the rules they don't realize the how many regulations and rules the international organizations lay down. I know in the tour de france many teams were scraping the bottom with the weight limits and thats it is illegal to add aerodynamic parts to your bikes. Go to the international cycling federations website and download the rule book or to the tour de france site and download there rule book. The only reason those bikes are becoming so aero is because you can make a fame or wheel areo but you can't add something to it to make it aero, like wheel covers are banded but disc wheels are not. Also don't forget they have band the aero bars in track racing. There's allot more force in the racing world that meets the eye.
