You can run with a vert droppout, but then you'll have zero choice in a rear hub. Vert dropouts for fixed gear = bad idea if you can get something with horizontal. Do as last resort and you REALLY want a fixed gear. Especially since that motbecane fixie is so cheap.
One set of water bottle bosses is not a problem. About 30 mins (mostly just prepping where to drill), a drill and two rivnuts and you got yourself another set.
