Agree but this can take time.

OP - Un-flip your stem (so it is pointing upwards). If it is already then add spacers if you can.

I have too many spacers currently but over the past year I have flipped my stem back down and I should be loosing 1cm spacers in a month and moving the hoods forward.

Stretching off the bike has helped me considerably.
