One thing I will give John credit for is he recognizes that the health benefits of cycling outweigh it's risks,
even without wearing a helmet.
Now, if we can only get him to admit that evidence shows cyclists face no more risks than pedestrians.
Recently Cycling England has published what is claimed to be the most comprehensive guide yet to the health benefits of cycling.

There is just a short section on helmets on page 36, which ends with the statement: "This issue is not reviewed here but there are a number of reference sources available". It gives a single reference

Cycling England is a government agency and, in effect, the most authoritative voice on cycling in England, so this is recognition of CHO to be regarded as their authority on helmets!
(maybe John could read Cycling England's report to see evidence that shows cyclists facing no more risks than pedestrians)
