I flipped this Rover last year after cleaning it up and replacing the seat. Got it for $3 at the transfer station. It had a Sugino double crank and Suntour gears, IIRC. I suspect the frame was a Miyata build, and it was stickered 4130 cromo. The downside was the long reach DiaCompe sidepull brakes, which were adequate at best.
