I have beeen working on my own bikes for a number of years - this thread has been great -- but in this one instance I'm stymied ---Restore or maker a great Fixie?

As you suggest, the 3rd character is probably a partially stamped letter. It could be an I, L or T. This makes either a 1981 or 1982 model, which is the correct timeframe for a Champion #5 tubeset. A circular headbadge with a large C would be further evidence supporting this timeframe. Given the tubing and era, the most likely model is one of the LeMans models.
