I made a similar cup press from a length of all-thread rod, a couple of nuts and big washers.

The "rocket tool" used to remove the old cups can be made from a length of 3/4" or 1" copper pipe split lengthwise for a few inches at 90° to give four leafs that can be spread to be a tight fit inside the head tube. The alternative is a brass or Al rod used as a drift punch and tap evenly around the inner edge of each cup to drive it out.

The crown race removal can be easy or a real problem depending on whether it overlaps the fork crown enough to catch the bottom edge with a punch or not. Installing the new one can be done with a piece of 1" pipe as a seater.
