I agree wih Otis' assessment - your Bianchi is probably an early 70's bike. The rear dropouts are probably stamped out of steel plate which is probably very low in carbon content. The Campy Valentino derailleur came with a hanger plate that was held in place with a small clamp then locked in place with the wheel nut or quick release. It was the economy level derailleur from Campagnolo. It was named after Tulio's son.

It is a Bianchi and would be nice to ride around the neighbourhood on. I wouldn't use it for any sort of distance work - that's not its intended purpose. I think it would have been a bike originally used to ride to school on or perhaps to a place of employment.
