Can this fork be used with standard 1 1/8 bearings on another frame?

I know that the Look 595 it comes bundled with uses a tapering headtube, 1 1/8 up top and 1 1/4 on the bottom, but does that mean the outside diameter of the lower bearing is 1 1/4, while the inside diameter remains a standard 1 1/8? Or is the bearing evenly oversized?

In other words, does the steerer of the HSC6 get fatter at the bottom to accommodate an oversized bearing, or is it a constant 1 1/8 width?
