Suggestions on build

Have had this bike in my head for awhile. It's not technically a fg/ss but I think it's closer to that than anything else. What I'm really doing is trying to create a very modern version of the old 3 speed club bicycles. Anyway, light weight is a big factor. I don't mind spending more for a decent drop in weight, but I'm not at the spend $1,000 to save 10 grams phase yet. Right now I'm sitting at about 13.5 lbs and I think the only thing I haven't counted is the chainring bolts. Any suggestions? I'm really torn on the frame, but I haven't found anything that weighs less for anywhere near that price, and I'd be willing to spend up to $1,000 for a bling frame that was significantly lighter.

I hope the formatting comes out right. Prices are what I found around the net, weights I investigated best I could.
