There's nothing wrong with Sparton frame as such and it's not 'heavy' unless you compare it with some super-light and much more expensive frames made out of better tubing so don't worry about that.

Look for a cheap wheelset from Ebay, also for a used crankset, forget about painting the frame etc. and you can probably get your bike built much cheaper and it'll be a nice ride anyway.
