Take the full lane and make the traffic stay behind you is 1,000 times more safer.

If you ride on the right, you will encourage cars to pass you dangerously close, a lot of drivers don't think it's legal to cross the yellow line while passing you giving you almost no room.

As far as speed, ride as fast as you feel comfortable doing. Just be careful about burning out your brakes. Myself, 25mph is the most I feel comfortable riding at.

Yea, you might piss off a few cars but your safety is more important.
