I don't know about frame painting... I'd probably trust them with aluminum or steel, but CF you'd be better off going with a bike-specific painter.
I didn't know anybody beforehand... literally popped in with the saddle in hand yesterday around 2pm, and asked if they could do it...
The overall experience has been okay. To tell the truth, I wanted the rails taped for a stock look with the ProLogo printed graphics on the titanium. Whoever painted it primered the rails... but to their credit they apologized and immediately said they would paint the rails whatever color I wanted for free... hence the "two stage" painting process...
Overall, I'm pleased.
Did you try riding it after you stripped it before you sand any money into it? It looks nice but not very comfortable.
