The only decent 1" stems I ever used where the Salsa 1" threadless stems and ITM Eclypses (both came in 1" and quill forms). Nice and stiff and minimal designs. Only downside (for some) is the lack of a removable face plate.

However, you may find it easier to shim a 1 1/8" stem. Some really don't look too bad shimmed.
