I'm also having issues with the bearings. I purchased a CC IS-2, and the bearings do not fit into the cups in the headtube at all. The headtube measures just under 41mm in diameter. and the bearings are about 41.8mm.

Can't tell you if it sticks out of the headtube or not, I can't even get it in.
