Honestly? I don't think the methhead bike theif network has NAHBS on their radar at all.
That said, I'll write Commissioner Sam. He helped get NAHBS here this year and he's running for mayor. I'll tell him a lot of out-of-towners are afraid of bringing their bikes to Portland because no one knows if there will be decent security for parking their bikes. We'll see what the mayoral candidate says...
Bikes in clusters tend to be safer in town than the lone bike in an out-of-the-way place.
