I assume you can still run fenders AND the rack, even though it uses the rack holes, right?
i would assume so, you'd just use a longer bolt and attach them both. i like the cetma racks but they seem a bit overkill for most of the stuff i do; that's why i like the nitto rack i have; you can always bolt or zip-tie on a basket or flatbed to it and it works fine and is a bit less cumbersome. FWIW with the basket on i have carries two six packs, some take-out another time, some clothes, etc. it's really handy.
